Lady Agatha supports free enterprise in all its types. As a result of this policy her Confederation more and more obtains the repute of a hotbed for piracy and smuggling – this is promoted by the location of the Confederation main worlds close to the Protectorate periphery worlds. Many former worlds of the Protectorate captured by the Empire became members of the Confederation.

Lady Agatha has at her disposal considerably small military forces. But her experience in organizing rebellious and partisan wars and accordingly the entire policy of the Confederation led to establishing self-defense forces on each planet of the Confederation, which are often built on the principles of voluntary militia or general armament of the population. As Lady Agatha does not have powerful forces, she counts that any aggressor attacking any Confederation planet will at first stick in bloody partisan war and meanwhile, a reinforcement formed of professional soldiers will arrive.

For supporting such local self-defense forces, Lady Agatha raised her own elite rapid deployment units – these are not numerous, but perfectly armed and trained in the tactics of assault and partisan-diversionary operations, troops. Lady Agatha tries to supply the troops and self-defense forces not only with the Empire, but also the Protectorate contraband armament. To do so, she does not shun using contacts with numerous smugglers, who took refuge in the worlds of Empire Confederation.

Thus Empire Confederation became the main arena of Colonial Wars. Seeing the variety and seeming independence of many Confederation worlds, Colonial Corporations considered them easy prey and just on the Confederation’s territory they launched an offensive for the heritage of Polaris Empire.
